These would be dotted around zones like normal quests, and would involve you doing a specific crafting task for the quest giver.
Quest text would give you a basic idea of where to get the resources either through gathering or PVE.
Head far south past the lake to the bear cave where you can find a good bear pelt for the handle;
To the east lives a hermit who can craft you an excellent iron clasp to use for the hilt,
Finally, to the west there is a large, rocky hill, on which you can find the iron and copper we'll need to forge the blade.
The hermit could give you a side quest to do to earn the iron clasp from him, with another little back story to enjoy. To finish the quest you’d gather the ingredients and head to a forge to build it. One you've done that, you get the dagger in your bag as a quest item and hand it in to the NPC.
There could be quests to craft all kinds of stuff, such as making a large batch of food for a group of beggars which involves you having to gather plant matter, barter for meat with salesmen and take back a basket of fruits stolen by a thief in quarter stone.
Perhaps a farmer needs you to kill a named mob that’s been harassing his chickens, and then turn its meat into a delicious steak for his poor neighbor.
